Ripley, Decatur DCS Worker Charged

Scott Ogden

Decatur County Jail

(Decatur County, Ind.) - A Department of Child Services supervisor for Ripley and Decatur counties is accused of giving clients drugs and sending lewd photos.

Indiana State Police and Greensburg Police arrested Scott Ogden, 28, last Thursday, November 3 and charged him with Dealing a Controlled Substance, Official Misconduct, and Distribution of Obscene Matter.

Among the allegations, Ogden asked a woman for sexual favors in exchange for letting her see her four children who are in DCS custody. He is also accused of giving her three hydrocodone pills.

Ogden also sent the woman a photo of his genitals. He told investigators he had taken the picture in a bathroom at the DCS office.

Investigators monitored a meeting between Ogden and the woman. According to court documents, when the informant asked Ogden what she’d have to do to see her children, he said he wanted friendship “but if there was sex that would be great,” WISH-TV in Indianapolis reported.

Ogden was the case supervisor for Devin Parsons, a 12-year-old boy who was found dead in his family’s home last June. Police said Devin had been beaten for several hours by his mother, Tasha Parsons, while her boyfriend, Waldo Jones, Jr., watched.

Tasha Parsons is charged with murder for her son’s death. Jones is charged with neglect.

According to RTV 6 in Indianapolis, records show that a DCS worker interviewed Tasha Parsons and Jones just 11 days before Devin's death, but didn't take any action.
