One in Custody After SWAT Responds to Domestic Dispute in Hebron

(Hebron, Ky.) - Boone County Sheriff's Office SWAT Team was called to a home on Winter Woods Court in Hebron on Saturday.

A report of a domestic dispute came in around 9:30 p.m.

Investigators say Richard T. Kelly, 30, barricaded one individual in the home for multiple hours. The victim attempted to leave the residence on multiple occasions but Kelly blocked each attempt. 

During this time, the victim discretely recorded Kelly, who was allegedly heard making violent threats toward the victim and her family. The victim was eventually able to safely escape and provided deputies with the recording and stated that Kelly possessed multiple firearms. 

Kelly remained barricaded in the home for hours. 

After negotiation attempts were unsuccessful, deputies obtained an used a search warrant for the home, as well as an arrest warrant for Kelly. SWAT was activated and arrived on the scene at 12:45 a.m. Shortly thereafter, Kelly exited the home and was taken into custody. 

He is charged with one (1) count of Terroristic Threatening 3rd Degree, one (1) count of Menacing and one (1) count of Unlawful Imprisonment 1st Degree.

Kelly is lodged at the Boone County Detention Center and held on a $50,000 cash bond.
