NKY Man Facing Drug, Sodomy Charges 25-Year-Old Dies from Overdose

(Boone County, Ky.) – A Boone County man is facing multiple charges after the overdose death of a 25-year-old man.

Randy A. Kipling, 59, was arrested on February 23 and charged with seven counts of Trafficking in Controlled Substance, Possession of a Controlled Substance 1st Degree, Possession of Drug Paraphernalia and Possession of Marijuana.

The charges stem from an incident at Kipling’s home on Salem Creek Road on the night of February 23, where an unconscious man had overdosed on narcotics.

Upon arriving at the scene, first responders administered multiple doses of Narcan as well as other life-saving measures. The victim never regained consciousness, but EMS were successful in gaining a pulse. However, the victim later went into cardiac arrest and was pronounced deceased at an area hospital.

Two other conscious individuals were transported to the hospital with symptoms of an overdose.

After securing a search warrant for the home, deputies allegedly found and seized 13 ounces of methamphetamine, 20 dosage units of LSD, 14 pills of suspected fentanyl, 15 THC carts and edibles, 35 dosage units of Xanax, four dosage units of ecstasy and three grams of MDMA.

Kipling posted $25,000 cash bond on the previous charges and was released from the Boone County Detention Center on February 27.

He was arrested two day later on March 1 on new charges.

During a follow-up interview, CSU deputies learned from witness accounts that Kipling administered the narcotics to all three experiencing overdose symptoms on the night of February 23. Witnesses also told investigators that Kipling was seen sodomizing the 25-year-old “lifeless” victim.

Kipling is facing a charge of Sodomy 1st Degree. He is currently held in the Boone County Detention Center on $500,000 cash bond.
