Statewide, the hot-button issue on the ballot is Issue 2, a renewal of a constitutional amendment that supports local governments in funding municipal infrastructure projects.

The amendment was first introduced in 1987 and has been approved by voters three times in the past 38 years. A "yes" vote would support authorizing the state to issue general obligation bonds to fund public infrastructure improvements statewide. The bonds could be issued up to $250 annually or $2.5 billion over 10 years.

Proponents of the State Capital Improvement Program say it provides benefits to all 88 Ohio counties without raising taxes.

The Ohio Secretary of State says all taxpayers will pay interest on the bonds to cover local government projects including roads, bridges, waste water treatment systems, water supply systems, solid waste disposal facilities and storm water and sanitary collection, storage and treatment facilities.

"These are community-based projects from which many Ohioans may not see a direct benefit and which local governments should prioritize and pay for using locally-raised dollars," reads a statement from the Secretary of State.
