City Employee Allegedly Gestured To Cut Co-Worker's Throat

A Lawrenceburg city employee is accused of threatening the life of a female co-worker who denied his "romantic advances."

(Lawrenceburg, Ind.) - A Lawrenceburg city employee is accused of threatening the life of another city worker while on the job.

Troy Kemper is charged with Intimidation (level 6 felony).

The Dearborn County Sheriff’s Department was requested to assist Lawrenceburg Police in the case on Thursday, April 25 after an employee went to the local police department to report the allegations.

The 56-year-old Kemper allegedly made repeated sexual advances toward a female employee since last year, according to a probable cause affidavit. However, the woman repeatedly denied his advances.

Kemper was caught on security camera video making verbal threats and a throat-slashing gesture toward the employee Thursday. The incident was also witnessed by two co-workers.

“Kemper told the victim he knew where she lived, that he had been stalking her, and one day she would walk out of her house and he was going to… and then Kemper made the ‘throat-cutting gesture by sliding his finger across his throat,” deputies wrote in the affidavit.

Kemper has been released from jail after posting a $750 cash bond. A jury trial is scheduled for September 9.

A judge ordered him to have no contact with the victim. Kemper signed the no contact order.

A request for Kemper's employment status with the city following his arrest has not been answered.
